Verification Unit

The Institute of Nautical and Port Education, A.C., through its accredited Verification Unit (IENPAC UV), performs compliance verifications under national and international maritime and port regulations: verified gross mass of containers, portworker development, maritime classification and inspection services, and compliance with concessions and standards.

Verified Gross Mass (VGM)

MSC.1/Circ.1475 — SOLAS Convention, Chapter VI, Regulation 2

IENPAC is currently the only institution accredited and approved to provide the Verified Gross Mass service for packed containers, including the issuance of the corresponding verification certificates.

We join the IMO’s effort to prevent incidents with material and human losses caused by misdeclaration and overweight containers. Since November 2014 we have followed the SOLAS amendments adopted by the Maritime Safety Committee (MSC 94).

Mexico is a signatory of SOLAS, so every amendment applies automatically and is mandatory. Under Circular 1475, no export container may be loaded unless the master, their representative or the terminal representative has the container’s gross mass verification certificate available before loading.

Portworker Development Programme (ILO)

ILO development programme for port workers

IENPAC is the only institution at national level holding the ILO authorizations and the experience to implement the Portworker Development Programme (PDP).

The PDP was developed by the ILO so that governments, port authorities, private operators and institutes can establish systematic and effective training schemes that improve cargo handling, working conditions and practices, and the welfare of port workers, with direct impact on port results.

The programme consists of 30 units, equivalent to 1,000 hours of training with teaching materials: container terminal operations, stowage, loading and unloading of container ships, securing systems, safe work and terminal supervision, among others.

IMO Maritime Services

In alliance with Isthmus Bureau of Shipping (Class IBS)

As partners of Class IBS we work as a Classification Society, with expert technical personnel performing surveys that ensure the correct application of national and international regulations on existing or newly built vessels: safety, security and pollution prevention.

We also carry out inspections on behalf of flags of convenience and coastal administrations, verifying safety management systems under the ISM Code and the ISPS Code.

Class IBS is recognized by the maritime administrations of Panama, Belize, Jamaica, Honduras, Bolivia, Moldova, Vanuatu and Tanzania-Zanzibar, and vessels classed by Class IBS are insured by the world’s most prestigious houses and clubs. Statutory services: SOLAS, MARPOL and Load Lines.

Compliance with Concessions and Standards

Authorized by the DG of Ports (SCT) and the Ministry of Tourism

We are authorized by the Directorate General of Ports to verify compliance with concessions, permits, authorizations and partial assignment or port-service contracts, at the request of the authority or the interested parties themselves.

The Ministry of Tourism authorizes us to verify NOM-07-TUR-2002 (civil liability insurance for lodging providers) and NOM-010-TUR-2001 (requirements for contracts with tourist users).

Our UV can also perform compliance verifications under national and international legislation.
